Problem with WindowsXP Internet Connect Dialog Box

Starting yesterday, every time software invokes the Windows Internet Connect
dialog, the connect process times out with error 676, "the phone line is
busy."
My ISP's (ATT Yahoo DSL) support team says that I should not be using that
dialog box because my DSL modem performs logon and authentication internally.
They say that the cause of the error is that software tries to do a connect
and receives a busy indication because the DSL modem already has a
connection. I had that modem for two years and have not had any connect
problems until yesterday. Firefox and Eudora "know" that they do not need the
Internet Connect dialog and they work fine. Internet Explorer invokes the
Internet Connect dialog in a restricted account and the failure means that
starting yesterday, IE does not work in a restricted account. McAfee's
support function uses IE and therefore fails in a restricted account. I also
have access to a VPN which requires use of the Internet Connect dialog and
therefore connecting to the VPN also fails. The ATT Yahoo DSL support team
has not been helpful on this matter. Does anyone have any clues as to where I
should look for the solution? Possible solutions are:
- Fixing things so that the Internet Connect dialog works correctly.
- Configuring things so that all Internet software "knows" not to invoke the
Internet Connection dialog with this modem.

have you tried running any spyware/malware programs to see if you picked up a
'dailer' trojan?
