Problem with Windows XP Network Connections

I've been experiencing this problem for quite sometime now. Whenever I
restart my computer, the Network Connection takes an awfully long time to
load (about 5-10 minutes: When my PC restarts, the first thing I do is
connect to the internet and when I doubleclick on my connection icon on the
desktop, it doesn't show immediately, and when I access Network Connections,
my Start menu and system tray will freeze for several minutes before it shows
up. That is the only time I can use my connection). This morning, however,
The Network connections doesnt show even if I wait for 10 minutes. I had to
repair my windows installation and that seemed to work, but when I restarted
the computer again, the network connection still loaded pretty slowly,
although faster then before). Is this a known issue with windows XP SP2? By
the way, my PC is kinda new, a Pentium 4 2.8GHz Processor, 512 MB of RAM and
80G SATA Harddrive. Thanks for any help.

Other steps I tried previously:
netsh int ip reset c:\resetlog.txt --> this command is supposed to refresh
the networking components of Windows.

1st off,youre cmd is wrong,go to run,type:cmd In cmd type:netsh Winsock
reset
You'll get:reset reboot to complete.Also,open internet options,connections,
if you use cable select LAN Settings,then select "auto detect" close out.If
you
use dial up,set internet options for that,also try going to run,type:INETWIZ
Follow the wizard,also get youre internet hardware software/drivers from the
mfg.

Uhm, thanks. Although I really can't tell how this'll help my Network
Connections faster. But I will give it a try.

Also, sometimes, when I double click on my Dial up connection icon on the
desktop, it takes too long to load and I get an Error Opening your Phonebook
(Error 632). But I just close it and open my connection again and it works.
