Problem with tracert command

I can not trace the route for ex: www.google.com as form the tracert
command. It shows as follows.

C:\Documents and Settings\stu>tracert www.google.com

Tracing route to www.l.google.com [66.102.7.99]
over a maximum of 30 hops:

1 2 ms 1 ms 1 ms 10.8.53.254
2 1 ms 1 ms 1 ms kashyapa.mrt.ac.lk [192.248.8.62]
3 2 ms 3 ms 2 ms cache.mrt.ac.lk [192.248.8.100]
4 * * * Request timed out.
5 * * * Request timed out.
6 * * * Request timed out.
7 * * * Request timed out.
8 * * * Request timed out.
9 * * * Request timed out.
10 * * * Request timed out.
11 * * * Request timed out.

The path can not be traced. I guess this is because the internet
connnection is through a proxy server, Am I correct.? If so what can I
do to trace the routed paths form a compter that uses a proxy server.

A proxy shouldn't have any effect on a tracert - but a firewall could.
