Problem with language bar and taskbar

Three months ago, I had a problem where my programs would not show up on my taskbar, and also when I disabled my language bar, my whole taskbar would disappear, or if I maximized the language bar, it would, but then the whole taskbar would disappear. I could not find any virus on my computer that was causing this problem, and I could not find a way to fix it.

However, only my account on the computer was affected, and the other accounts on the computer were not. The only way I could figure out to get my taskbar back to normal was to open a new account on the computer and move all my files. But now, the same problem has occurred again, and this is the second time it has happened. Also, my friend seems to be having the same problem...

I wonder if anyone knows what is causing this problem, and how can I fix it? I really appreciate any help you can give.
