Problem setting correct keyboard language

I have a PC on which the aministrator manages to visualize the language
setting icon for the keyboard on the task bar but all other users can't.

When they try to enable the language task no icon appears on task bar.
Problem is that users have the wrong keyboard set.

Is there another way of accessing the keyboard language setup without using
the <invisible> task bar button ?

Any help apreciated.
