Problem sending (only) mail in Vista-

I have read all of the e-mail on this suggest and still can not get Windows
Mail to send and e-mail using Yahoo Plus. I get the following message:

The connection to the server has failed. Subject 'With Auth 919', Account:
'plus.pop.mail.com', Server: 'plus.smtp.mail.yahoo.com', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E


I have the following setting for the SMTP:

plus.smtp.mail.yahoo.com

With "My server requires authentication" checked.

I have also tried changing the outgoing port from 25 to 465 with no change
in results.
