Windows 7 Problem opening a folder or file

When open a folder or file, I am prompted to move the folder or file to recycle bin or to delete it. How do I solve this issue?

What is the operating system (Windows 7, XP, etc) and version (32-bit or 64-bit) that you are using, and the exact error that you're getting?
