problem on "Use Cached Exchange Mode"

If I enable the "Use Cached Exchange Mode" and press "Rules and Alerts", it
say "operation failed" and cannot access mailbox. But I have no problem to
download and send e-mail vial the personal folders.

I had ever closed outlook and move all the files in C:\Documents and
Settings\loktak\application Data\Microsoft\Outlook but it does not help
