Problem clearing directory's "Read Only" attribute

I want to delete a directory and all its sudirectories and files. I
right-click on the directory's properties and uncheck the "read only"
attribute so that I will be able to delete it.

I then click "apply" and click "OK" to dialog confirming that the
attribute should be applied to all subdirectories and files within the
directory.

The problem is, after I am done, I right-click on the directories
properties again and the checkbox for
"read only" attribute is enabled again.

I can't figure out why Windows is re-setting the read-only attribute
after I have cleared it.

Note:
The folder is a working folder of VSS (Visual Source Safe), but VSS is
not actively running.

Note:

Windows reports all directories Read Only and then ignores that. Don't
waste any time on it.
