privilege level to change system time

i am trying to click on the time shown on the lower right hand side of the
task bar but it is giving me a message saying " You don't have proper
privilege level to change System Time". What does this mean and how do i
resolve this. Also if, I go to access/change program default it's telling me
that i dont have permission to set program access and defaults. I would very
much appreciate your assistance on this matter. Thank you so much.
