Let me try to explain. The way an operating system need to
communicate with a particular piece of hardware (say a printer)
varies depending on the hardware. Since there are many printers,
if Windows included the varied instructions for all those
printers, it would be much bigger. Even worse, if a new printer
came out, Windows wouldn't know how to communicate with it, and
the printer wouldn't be usable.
So what happens is that all of that program code to communicate
with printers is missing from Windows. There are a series of
small programs available, one for each kind of printer, and you
install only the one(s) you need for your printer(s). These small
programs are called printer drivers. If a printer manufacturer
releases a new printer, he releases a driver for each of the
operating systems he wants his printer to be supported under.
My example above is about printers, but the same thing is true
for each of the kinds of hardware that Windows has to communicate
with.
