Printer driver issues on a network

Windows XP SP1 - The issue here is that Power Users cannot download and
install printer drivers from our print server through the Add Printer
Wizard. I have to log in as the administrator and install the printer first
under the administrator's profile, and only then can the Power Users connect
to the printer. I would like them to be able to make an initial connection
to the printer (including the initial driver download) without me having to
go around to all our workstations, but all I can find is that you must be
logged in to a computer as an administrator to install drivers that are not
already on your computer. Is there a way that I can allow my Power Users the
ability to install the printer drivers?

The error message that comes up is "A policy is in effect on your computer
which prevents you from connecting to this print queue." I have found
KB319939, and this article does not apply because we are not running active
directory and "point and print" is not an issue here.

I found the answer and I'll post it here for anyone who might get this same
error...

Go to Control Panel -> administrative tools -> local security policy. Under
local policies -> User Rights Assignment, locate "Load and Unload Device
Drivers" and add the user/group you'd like to allow to install drivers.

That will do it. Good job on finding it but that will only work with that
driver, if you uninstall that driver, you will end up with the same problem.
If you want to make a permanent correct, then change your Local Policy by
"Allow Power Users to Install drivers"

Another solution I found was to go through the network neighborhood to each
machine logged in as a domain administrator. The Printers and Faxes folder
is shared by default. Right click within that folder and select "Server
Properties", click on the drivers tab and add the driver manually to each
machine. This will save the effort of physically going to each machine to
update the security settings and/or printer drivers.
