Preventing downloads

Does anyone know how to prevent other users on our
computer from downloading programs like KAZAA and the
like. Other than completely locking them out from using
the internet I would like to stop them from downloading
anything without my knowledge...

Consider purchasing a good Internet Security program,
such as Symantec's Norton Internet Security 2004, and
enable "Parental Controls".
