Prevent users from using shift + delete to bypass deleted items folder

Is there a way to prevent users from bypassing the deleted items folder by
using shift + delete keys. We are using OL2002, Exchange 2000, in a AD
environment. We have a 30 day retention on messages deleted from the
"deleted items" folder.

I thought that there was a GPO object that prevented users from using the
shift + delete to bypass the "deleted items" folder, but can't seem to
locate it.

I've never heard of this, although I suppose it may be possible - just
wondering what the rationale is for doing so? Does
