Prevent changes to be made to the Windows Desktop

I am running Windows XP Pro. How do I prevent users from deleting desktop
icon and changing the desktop background. I can't seem to find the proper
security policy to prevent changes to desktop icons. There's a bunch of
security policy options for active desktop, but I'm not running an active
desktop nor do I want to. I've tried the "do not save changes" policy, but
that doesn't seem to work, nor does hiding desktop properties.

My question is, how to I tighten up the desktop security with the limited
options available in desktop/group policy?
