In a limited account many users use computer.How do I prevent a user
from deleting a shortcut or any desktop icon or putting any icons on a
desktop.Also how do I prevent a user from deleting any exe file?

Establish separate identities on the computer with individual passwords.
That way you can have Windows open with the Desktop the way you like it and
the shortcuts you set up for you personal identity. The others do the same.
