'Preparing network connections' = Slow bootup

I am still trying to trace what is causing this message
and the resulting very slow bootup on Windows 2k Pro.
I have removed IIS and VPN. I have cleaned up the registry
both manually and with RegMech. I run ZoneAlarm and Norton
Antivirus. I also use Ad-Aware, Winpatrol, Checkit86 and
Spy-Bot. I have checked on the Fax Wizard to be sure it
was pointed to Cox and not Earthlink. I have not removed
the modem card when I went to broadband. I have checked
MCSE and Pc-Tecnicians for information, as well as books
and MS Help.
I am still at a loss as to what is triggering the message
and the slowness of the boot.
Does anyone have any other ideas as to what is causing
this? Thanks

You can see this sort of effect if a network interface is set up for DHCP,
but there's no DHCP server available.

Does that ring any bells?

The problem began before I installed Broadband, which does
use DHCP. At that time I had a 56k dialup and I don't
know and haven't been able to track down how it is setup.
With plug and play, unless I remove the card, Win2k will
set it up without a real connection. It does not show up
in Network and Dialup in the control panel. It does showup
in the System folder but with no driver and identified as
having a problem. It had no problem when I was using it.
How else can I check to see if another program somewhere
is trying to make a DHCP connection?
