PP 2007 Scroll wheel amount

What determines the scoll amount when using the mouse wheel in the normal
slide view? Sometimes the screen will scroll one slide and other times it
will scroll two slides. I'd like for it to always scroll one slide.

When it scrolls multiple slides, check if the focus is on the slide
thumbnails (on the left of the slide view). When the focus is on the main
slide, it would scroll one slide at a time.
