Powerdown doesn't Shutdown

After a disk failure, I restored the image from a backup but not w/o having
to go through WinXP Home repair which copied countless old files. Latest
patches were re-installed afterward. Now, after a shutdown, it says "It is
now safe to turn off your computer" message instead of powering it off.

System configuration:

1. BIOS: ACPI aware O/S: Yes; PowerManagement: Disabled (or Enabled makes no
difference).
2. XP: Registry PowerDownAfterShutDown = 1; No APM tab in Power Options.

From reading on MSKB, it seems to need ACPI-compliant Hardware Abstration
Layer (HAL) but how to load/install this beast? My Power Options tab has no
reference of APM. The rub is it used to work perfectly prior to the disaster
recovery.

I've scanned through KellyKorner, aumha.org/win5/a/shtdwnxp and MSKB to no
avail.

Start, Control Panel, System, Hardware tab, Device
Manager, open "Computer".

If you're getting "It is now safe..." then you probably
will see "Standard PC" under Computer.

If you see ACPI-compliant or similar name, then this isn't
the problem - stop here and look in the BIOS again.

If you see Standard PC, then right-click it and "Update
driver..."
Change from default to the lower "Install from list...",
Next.
Change from default to the lower "Don't search...", Next.
What you're attempting to do is risky, so make certain
the "Show compatible hardware" is checked on.
For a typical PC, you probably should have "ACPI
Uniprocessor PC".
If that isn't it, then "Adnvanced Configuration and Power
Management PC".
If you're wrong, you will probably trash Windows and have
to reformat and reinstall (repair install won't fix it).
If you choose right, you might still blue-screen, but a
repair install might fix you up.
If not, then hit F8 when booting and choose "Last Known
Good". I know it's supposed to put you back exactly as you
were, but it doesn't. You'll come back to life and your
new ACPI will be active and work fine.

Good luck, pray, burn a goat in sacrifice, roll the voodoo
bones, and cross your fingers. (Uh, the guy in the back
wants to know if you kill the goat first. It would be
advisable.)
