Power Management issue: Monitor won't turn off

My system is Windows XP Pro on an AMD Athlon driving a large generic CRT monitor. I'd like to have the PC shut off the monitor after a minute of idle, so I set that in Power Options. When I do this and wait a minute, the monitor powers down momentarily and then comes right back up. I can change the delay and I get the same behavior. I've already quit any apps running in the system tray, but I can't successfully get the monitor to power down and stay powered down. I'd really appreciate your assistance.

If you can't get the problem sorted out, download and
install the freeWizmo utility from http://grc.com/.

Read up on how to create a Quick Start icon that you just
click to send the monitor into hibernation that only takes
a mouse movement to come out of.

You might also be able to time the monitor shutdown,
because it comes with an inbuilt screensaver.

When I am leaving my computer for a while I just click the
icon to activate Wizmo. You can also activate it from the
Start => Run box.
