POP3 Email Accounts Don't Work

I am having a problem that I need to fix right away.
PLEASE help.
None of my POP3 email accounts will send/receive data.
When I open the accounts and "TEST SETTINGS" the Incoming
and Outgoing server can't be found.

These settings are all correct. They worked before I
installed a software firewall/antivirus recently. Since
then I have uninstalled that software, uninstalled Outlook
and reinstalled it and I'm still having a problem.

Please Help!!!

I am having O.E. problems also, can't send any outgoing
email. Have you gotten a solution?

OK, perhaps more detail. All the settings worked in the
first place. When I "TEST SETTINGS" instead of trying to
find the incoming/outgoing server an error message reads
that "Test Settings Cancelled". This is NOT an email
configuration error.
Please advise on how to reset.
