Pop up blocker

I am having problems with pop up blocker blocking popups whether it is
turned on or off. I had to use Firefox to make this post, but it doesn't
properly read the site I need to access.

Look for a third party application that also has a popup blocker built into
it. Often an AV suite or a firewall application will also do this. I can
confirm, with some certainty, that when you disable IE's popup blocker
features they remain off and allow popups. One of your other applications is
likely causing the problem. Perhaps Google's Desktop Search or another
application such as that? You can also try holding down the CTRL key as that
seems to be the default for allowing popups to open with most applications
that I've come across.
