How does one stop these things? Internet connection is
cable and firewall is enables. The most persistant pop
up is an ad for software to stop pop ups, this seems like
a scam.

you could have a virus from one of the the pop ups cause i
had that before(it isn't really a virus-- it installs
popup ware on your computer--)...... you might want to
check that out first

If they are Messenger Service ads, your firewall is not configured
properly or it is broken.
Otherwise you need a pop up stopper.

No need to pay for the fix.
For Messenger Service ads:

Disabling Messenger Service can be a good idea, but it does not solve
the real problem.
The ads are not the real problem, the ads are only a symptom.
The real problem is open ports that allow unwanted traffic into the
computer.
Disabling Messenger does nothing for the open ports.
The firewall controls the traffic.

Internet Connection Firewall will not work if you have AOL.
AOL is not compatible with Windows XP Internet Connection Firewall
(ICF)
If you have AOL, you should contact AOL and/or get a 3rd party
firewall:

Disable Messenger Service:
Start/Control Panel, click Administrative Tools, click Services.
Go down to "Messenger".
Right click "Messenger" and select Properties.
Then under Start-up select DISABLE
Click OK and follow prompts

Stop the service.
It is known that Messenger Service has this security hole.
Do a windows update.
Leave the service in manual just in case you need it in
the future.
