Policies don't work

Has anyone had the same problems as I do. A few months back we made some
structural changes in our AD. Nothing more than moving users to a changed OU
structure within the domain. After this was done some of our group policies
stoped working. One example is the startpage for Internet Explorer. We have
set it to be our Intranet page but if you change it, it won't be changed back
even when restarting the computer. This policy is not that important as all
employees know the address to the Intranet but I am planning an
implementation of Software Update Services and for that I really need to have
faith in our policies.

We have made diagnostics on our AD and everything seems fine. All policies
discussed is set in Default Domain Policy at the top of our domain.

If the end user is changing the homepage, the GPO will not reapply until the
GPO is changed.
This is a known issue.
You can prevent users from changing the home page setting.
User Configuration|Administrative Templates|Windows Components|Internet
Explorer|Disable Changing Home Page Settings

You can also force the GPO to reapply even when no changes are found.
