Plug & Play - can it be stopped and started?

Windows XP Pro, normally I see no reason to turn it off. However, I have a
printer on a cart that I sometimes plug in via USB. Every time I activate the
printer XP installs yet another print driver, (Copy 1) etc.

Is there a safe way to control Plug & Play without getting into more trouble
that it is worth?

Do you use the same USB socket each time for the printer ?

Jim - Yes I have a USB cable connected to the front of the Dell and simply
wheel the printer over by the PC and connect up the cable.
