Plug and Play error message

When I try to disable my wireless router, I get this message
"It is not possible to disable the connection at this time. This connection
may be using one or more protocols that do not support plug and play, or it
may have been initiated by another user or the system account."

This just started happening. It is fixed for a while if I restore my
computer to a previous date, but starts happening again after a few days.
Any ideas on how to fix it??

End any active connections involving the router. Then disable the router.

Or shut the system down. Disconnect the router. Then start computer again.
