Must admit I have zero experience using a cell phone as a modem.

But I do know this: need more info... what, exactly, "...starts to download
and then it comes up error and wont work..." ?

What type of cell phone is this? I use my cell phone often as a modem, but
it needs certain software to communicate with the OS and install necessary
device drivers. I have Motorola C350 and I use Mobile Phone Tools software
which allows you to connect to the Internet.

What kind of phone?
I use a Motorola Razor. It works great.
I had to get the drivers from Motorolla's web site

First, she needs to pair the cell phone with the computer. I assume the
computer has bluetooth.

Once she has the phone recognized by Vista and the computer, she needs to go
into Control Panel--> Networking and Sharing Center.

On the far left side, click on Setup a Connection or Network

Now choose Setup a Dialup Connection--last choice. After pressing the Next
button she should see modem choices including Standard Modem over Bluetooth
link Choose that.

Once she fills in the dialup phone number, user name etc, she should be able
to connect to the Internet.
