Playback options for presentation saved as Web page or PP show - 2

I have created a full narrated presentation with slide timings so it can run
by itself. I am looking to use it as a training tool and would like the
people I email it to, to be able to control the presentation, so I would like
to creater a scroll bar and a forward or back button that they can hit if
they miss something. The trick is making the options available after saving
it as a PP show. I tried saving it as a website and it create the kind of
playback controls I am looking for but it wouldn't play the entire
presentation. It stopped after the first slide.

A solution to weither problem will work as I am just looking for a way to
send multiple people a self-running, narrated presentation they can click on
once to view, and have the options to play, pause, stop, go back, etc.

Thanks for the advice, but that is actually why I am asking. We currently use
a 3rd party convert to flash. But my view is why pay for it when you can be
more creative and create your own. Call it a "poor man's" version of what you
can get for by paying money, but when I am done I hope to create something
just as good for free.
