Pictures not showing up in HTML email

I regularly send HTML formatted email to 3 people. Marlea never gets the
pictures that I paste in. The other 2 always do.
Marlea does get pictures from HTML messages from the other 2. We all use
Windows XP PRO SP 2 and Outlook 2003.

To troubleshoot, I sent Marlea an email from a different account, my
corporate exchange server also using the Outlook 2003 and Windows XP Pro SP2.
She did not get those pictures that were inserted either.

I'm configured to compose in HTML
I do not use Word 2003 to edit
I do not use Word 2003 to read RTF.
I have checked When an HTML message contains pictures located on the
internet send a copy.

The pictures I am sending though are pasted in.

check the header on marleas message and see if its arriving in a
winmail.dat.

I searched her header using Tools > options and there is no Winmail.dat.

She gets the square with the red x.
By the way in the security tab the
__Don't Download... and
__Warn me...
are not checked.
