Pictures don't display in body of message, only red X

Sometimes I receive messages with attached pictures. Instead of the pictures
being displayed in the body of the message, I sometimes see only a red X.
Is there a setting that I should change, or is this situation caused by
settings on the sender's end? Any help would be appreciated.

Thanks for trying to help. I didn't have to change any settings, since these
settings are already in place. Is there a setting on the sender's end that
should be corrected?

The picture probably wasn't sent.
For instance, with HTML messages in Windows Mail and Outlook Express the
sender must have "Send pictures with message" checked at Tools | Options |
Send | Mail | Html Settings.
