Picture and Fax viewer won't let other applications load pictures

Folder options says that jpgs are supposed to open with my image program,
my image program says jpgs are supposed to open in it, but when I double
click on my jpgs, I always get the picture opening in windows picture and
fax viewer! How do I make this stop? Ive tried deleting associations,
manually setting associations, nothings working!
