photo editor will not open in normal window

When I open a photo using microsoft photo editor the image does not open on
the screen. I have to right click in the task bar area and maximize the
window to see the photo. When I click on the restore button the whole window
minimizes. How can I get the window to the restore view? This problem just
started to occur. Previously I have had no trouble using Photo Editor.Thanks.

Restore is returning the window size to what it
was when you first opened it...that is what it is
designed to do.

Instead of clicking the Restore button...just
Maximize the window and click the X in the upper
right to close the window. Next time you open
the program the screen should be maximized.

Thanks for your reply. Perhaps I was not clear in my problem description.
The problem is that the program is either maximized full screen, or
minimized. There is no window that can be size adjusted by dragging on the
edges. When the program first opens it is full screen. When I click on the
two box button to restore, it is minimized. The exact same as if I clicked
on the line. I hope this is more clear.
