phone and modem options MISSING

i am trying to hook a motorola v3x up to my computer. it connects fine, all
the software is installed fine but the computer keeps telling me nothing is
there.

after looking through the help pages, i've discovered that when i click on
phone and modem options in control panel i get the message "phone and modem
panel cannot be opened. you may have trouble starting telephony service".

i tried searching helping for anything relating to this, but i cannot find a
thing. i don't think its normal to get that message. my four year old may
have deleted something from my computer.

does anyone have any idea if that is the case? and how to fix it if it is?
or any idea what to do if it's not?

thanks.

Hi ,

Go into Services. Scroll down and look down for Telephony The Startup
Type should be set to Manual. If not change it.
Make sure that Plug and Play is Set to Manual and Remote Procedure Call is
Automatic. If Remote Procedure Call fails, the computer restarts.

Also if you get a "Generic Host Process for Win32 Services has
encountered a problem and needs to close." error message, this shuts down
the Windows Audio Services and Telephony Services.
