PF Backup--Can't find

I have downloaded and installed the Microsoft PF Backup tool on two PCs,
both using WinXP. On one it seems to work fine. On the second, however, I
can't seem to get it to show up in Files. I have uninstalled and
reinstalled it. I have checked to make sure that Outbak.dll shows up in
Program Files\MS Office\Office11\Add-ins, which I think means that something
got installed. I believe I have followed all the steps listed in Robert
Sparnaaij's http://www.howto-outlook.com/faq/backupaddin.htm but I still
cannot get the darned tool to show up where it is supposed to, i.e. in
Outlook, Files, Backup.
I would appreciate any help on this!

Hi Joe,

I got a few more tricks and things to check ;-)

When you made the changes, was Outlook fully closed?
Meaning, did the outlook.exe process stop when looking on the Processes tab
in Task Manager (CTRL+ALT+ESC)?
Does the addin show up in the COM-Addins section?
Does it show up in disabled items?
Help-> About-> Disabled Items...

Thanks. However, I redid the entire process (of removing the Tool and
reinstalling it, making sure no programs were running and checking to be
sure in the task Manager. Tool shows up in Add-ons. I also renamed
extend.dat to extend.old (could not find a current outcmd.dat). There are
no disabled items. Still can't get the Tool to show up as File, Backup.

There must always be an outcmd.dat file. Note that it is not in the same
folder as the extend.dat file.
