permission to send and receive

When I hit send and receive in outlook I get an error message saying "you
dont have appropriate permission to perform this operation" Why?

Outlook version? Account type? Delegate? Additional mailbox?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, Mark Sayles asked:

Outlook 2003 in windows XP pro
I can send/receive when signed in as Administrator but not when using my
normal account: in which I can send but when I click send/receive I get the
error message
Not delegate
No additional mailbox
