outlook 2007 send or recieve not permitted

I am not able to send or recive any emails.

this happened after some permission changes I did.

I have not been able to find out what permission are now wrong/missing.

when clicking send/receive button

a window appears saying: You don't have appropriate permission to perform
this operation

So what did you change and where?
The simple suggestion would be that whatever you changed, you change it
back.

I think I have undone all that went wrong but this one is unsolved at the
moment.

I did some permission changes on user folders. The reason was that I did not
have access to all my folders in a user account which was created on my vista
machine with easy transfer, which had one Admin account established before
the transfer of accounts(4) was carried through.

I can repair my Email account which involves doing logging to my ISP and
sending a test email and I have verified through the web interface to my
Email that this test email is sent. When this test message is sent this
send/receive permission is not needed. If this is about permission to the
data folder containing the pst files I think they are alright unless there is
a hidden permission or I m unaware how the heredity works.

What permission can be missing when this is the consequence

Is there another solution?
