permanently remove something

ok i need some help here to PERMANENTLY remove an annoying little shortcut that insists on downloading itself onto my desktop and start menu. It is a shortcut to some "coolmp3" website and i do not want it but it just will no go away - it comes back whenever i log in...
someone advised me to download spybot search and destroy which i did but this did not help (although it found literally hundreds of other little things which were deleted)
if anyone knows how to remove it i would be grateful.
I'm on xp
also,
its' Target is this:
C:\WINDOWS\system32\rundll32.exe C:\WINDOWS\System32\MSA64C

Hi Rach,

Delete it from here:

C:\WINDOWS\System32\MSA64C

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\
CurrentVersion\Explorer\Desktop\NameSpace

End process if it is running via Task Manager.

Start/Run/Msconfig/Startup, uncheck it.

Clear Disabled Items from Msconfig Startup (Line 148)
