Can not open appwiz.cpl

Hello all,
I working on a computer here and have to problems I can not
find a fix for.

When I try to do "Start/Run" all I get is a message somthing
like "Cannot create Shortcut here, would you like to create it on the
Desktop?". If I choose yes it creates a shortcut on the Desktop with
the Target "&RUN", but does nothing.

Problem 2 is when I try to run Add/Remove Programs I get the
following error message:

"shell32.dll, control_runDLL "C:\windows\system32\appwiz.cpl" add ro
remove programs"

Hi Steve,
Right click the Shortcut and select properties, look for this:
Start in value is set to "%HOMEDRIVE%%HOMEPATH%" is it like this or
something else?.
Also Right click the Start Button and select Properties and click Advanced
Tab then customized and scroll down and be sure the option for Run is
selected, sorry I don't have my XP machine to give you a prissies answer.

For the Add/Remove try this link although it is for 2000 but you can change
the path to this:
\Winint\ to \Windows\ to suite XP and try to register the DLls to get the
Wizard back:

Be sure this machine is clean from viruses and malwares try your fixes in
Safe mode.

Thanks for the help nass. Shortly after posting the message here I
found the answer online, took a long time searching to find it. The
system actually had several problems.

1. Corrupt Quicktime, able to uninstall from Program menu.

2. Corrupt Norton, had to download uninstall tool to remove. Installed
Free AVG for them.

3. Registered several DLL's (don't remember which ones, but it was a
few not listed in the MS site, plus appwiz.cpl) and the ADD/REMOVE
worked.

4. After removing Norton Windows auot update a few times and the Run
started working.

Thanks for the help, it's sure is nice to find answers here and the
'Net.
