PDF Attachment stripped from one user but not me

I have a perplexing problem.

First, we do not have an Exchange server inhouse. Our email is handled
by our ISP.

Vendor Rick sends an email with invoice to my employee Jim. The invoice
is a PDF file attached to the email (54 KB in size).

Jim receives the email but the PDF attachment has been stripped.

Rick sends the same email & attachment to me. I receive the attachment
just fine.

Jim has Rick send the email and attachment to his "personal" Earthlink
account. He accesses the email via Earthlinks web-based email program.
From that account, Jim then "forwards" that email to his corporate
account. The forwarded email arrives in Outlook with the attachment in
place.

I've talke to our ISP; they don't strip attachments; if need be they
just block the entire email.

I can't figure out what setting in Jim's Outlook program is causing
this. By the way, other emails with attachments come through just fine.

Jim is using Office XP (i.e., Outlook XP)

Does the user have any rules, Add Ins, COMs, synchronizing software, a
spam/spyware filter, etc.?

I went through all his account settings one by one. The only setting I
found that was out of the ordinary is that he had set the automatic
send and receive time to 1 minute. I changed it to 10 minutes.

He has some rules set but they just drop email from certain people into
subfolders.

No Add Ins

No COMs

No syncronizing software

No spam or spyware filter

I am really perplexed with this one. Why can I get the email with the
attachment while he only gets the email?

Does vendor Rick use Outlook or another email client? What Outlook format is
employee Jim using?

Jim is using Outlook XP.

I am awaiting word from the vendor, Rick, on what he is using.
