PCT 1.0

I am having difficulty with connecting to some websites
for business transactions, namely buying things. I get
an error message saying that I cannot connect with that
site and to check with my server administrator or some
such (I don't have such a window open before me at the
moemnt). When go to Microsoft Support I am told to go to
Tools-Internet Options- Security, then check SSL 2.0, SSL
3.0, TSL 1.0, and PCT 1.0. I have done all that but PCT
1.0 which does not show as an alternative. What the heck
is PCT 1.0 and how do I get it to check it. Apparently
it has something to do with security?

Thanks for any help you can give me.

Just received another error message on a site I attempted
to download and it said "The page cannot be displayed.
Cannot find server or DNS error".
