PCT 1.0 security setting?

When I use Hotmail or when submitting any type of form,
the browser normally times out. It comes back with "The
page cannot be displayed", and suggests adjusting browser
settings.

It says to check settings for SSL 2.0, SSL 3.0, TLS 1.0,
and PCT 1.0. The only problem is that "PCT 1.0" isn't one
of the choices when I go into the menu. Does anyone know
what this setting is and where it can be toggled on?

Hotmail is classed a secure site, requiring that your computer be able to
negotiate ssl protocols.
