PCMCIA card crashes laptop

My Dell Inspiron 4000 with a USB2 card in the top PCMCIA
slot crashes shortly after I turn the power on. When the
card is in the bottom slot, the laptop re-boots after
starting up, and then stays on, but I'd like to use the
card in the top slot with the ethernet card in the bottom
slot.

Both slots are controlled by Texas Instrument PCI-1420
Cardbus Controllers, and I could not find updated drivers.
My operating system is Windows ME.

My ethernet card does work in the top slot.

Can anyone help?
