pc takes 3 minutes to boot

my uncle has this for a pc and it takes 3 minutes or more to boot. here is
the specs and what i tried to fix it.

P3/850
512mb ram
10-15gb hard drive
dvdrom only
gf 256 video
sb live sound card
no nic
19" monitor acer
normal keyboard and mouse

1: had router, cable modem, nic in the pc.
2: install windows xp
3: booted fine, under 2 minutes easy. set up and it worked ok.
4: took out the nic cus it was mine and i needed it, but i had it there so
he could get on broadband for downloading all MS window updates instead of
over slow dial up modem.
5: pc now takes 3 or more minutes to boot. just sits there at the windows xp
logo screen with the scrolling left to right blue bar thingy. thinking maybe
it was looking for a network, but not find one is why it took so long.
6: put nic back in same problem.
7: reinstalled windows xp with no nic or anything.
8: still takes 3 minutes or so to boot and it should take less then 2 easy.
what is odd is first time i installed win xp it was fine, then took out nic,
not good. put back everything still slow boot time.

what's going on here? not running any start up programs or processes. just a
standard windows xp install.

none of that is possioble cus it's a fresh install never been used even.
notice how i said stuff that refers to not even being used really, like
right after the install.

He probably still has a LAN entry in Network connections: This will be
trying to connect and get settings for DHCP, and is not able to. The
time out for it to give up is over a minute

did you guys read what i said? i said also in my post i did a new install
without any lan in it or anything extra and it still has the issue.

Check System & Application logs for errors. You may have a
situation where Service dependencies are broken. Something is
trying to start, but is dependant on a another service which is not
running. Look for Red icons in the logs, click to read descriptions.
It would also be a good idea to review any warnings that appear.

no wanrings, it just boots fine, just takes a long ass time. a windows
install worked perfect the first time when i had the nic. then i took it out
then it took forever to boot. putting nic in it still took long time to
boot. then i did a fresh clean install reformatting the hard drive. i did
not have a nic this time. it still takes 3 minutes to boot sitting at that
win logo screen. i don't see how it is possible.

Windows remembers all NIC's and their associated LAC
(Local Area Connections). This how you end up with Local
Area Connections #1--.... Look in Network and see if your
Network Connections have a number appended. If so, you
just need to remove the NIC and LAC from the Registry.

i said i did a reformat reinstall, clean fresh. this means windows does not
remember. it can't since the drive was reformatted meaning erased
completely.
it still takes forever to boot.

Did you try a clean reinstall?
The reinstall; was it a full format & install, or just a
repair type install? I'd try the full format install, boot
from the CD & let it have its head. Before this install,
remove ALL unneeded peripherals, nic, etc.. The MVPs often
recommend disconnecting everything except your mouse,
keyboard, monitor & modem if I recall correctly.

A clean install should be done only as a last resort. From Heavenbound's
description, it sounds like s/he did a repair install and Windows is
looking for the broadband network. To the OP: what do you have set up
for network connections? Look in Device Manager, enable "Hidden
Devices" and see if the nic is still there as a phantom. If so,
uninstall it. Also, you say you have no additional programs running at
startup, but have you also scanned with a current av using updated
definitions? Have you done the normal spyware removal? Are you running
a firewall? I know the installation hasn't been around that long, but
cruft happens quickly.
