passport accounts

I have two passport accounts, one at hotmail and one at my IPS. On system reboot both accounts are lost. In Control -UserAccounts -Administrator -MannageAccounts neither account shows up. If I login to MSN Messenger with one and Windows Messenger with the other I can logout and then login and each service will remember who I am but after restart neither account is retained.

I do not believe that the .Net Passport accounts are store in the Control Panel User Account. My two account are not listed there.
