PaperPort.msi error 1706

I have been trying to help a friend track down a problem. Every time he
restarts his computer, XP PRO, it tries to install paperport. Then comes up
with the error 1706, which apparently means "the endpoint format is invalid".
He dosen't even want the program on his computer. It is not in the Unistall
list and I can't find a file with anything resembling paperport on his
computer.
How do I get his computer to stop doing this?
I've looked at his startup list and don't recognize anything that would be
causing this.
