Pages just won't load!!

After playing with IE6 security settings, a colleague's IE6 running on Win98
will not load web pages. IP traffic appears fine! I can ping and resolve
hosts both internally and externally! But start IE and it just says
"Opening Page" until it finally times out!

I've reset security settings, uninstalled and re-installed TCP/IP and
winsock, swapped out the network card, have also tried another web browser
and same thing happens here. Outlook 2000 is affected as well. Never seen
anything like it.

Any help would be appreciated.
