Page numbering

I am having difficulty with page numbering. The numbers have to change
throughout the document because of titles, subtitles, etc. I cannot get it to
do this without changing the entire document. It also has to be done in
arabic and lower case roman numbers. Inserting page or section breaks add a
blank page to the document. HELP!!!
