"page cannot be displayed" - unable to browse secure websites

i just converted from a telephone line to sbc/yahoo dsl
and somehow during the process IE6 can't browse secure
websites. SBC says it is a Microsoft issue. i've looked
at the troubleshooting resolutions for this prob on the
ms website, but nothing fixes the problem.

any help you can give would be appreciated

using windows xp with ie6
