"Page cannot be displayed" Error When Page is Refreshed

I maintain several web servers that use <frameset> to maintain a standard look and feel. There are no problems when the web content is accessed using Netscape, Mozilla, Opera, or earlier versions of Internet Explorer. Under Internet Explorer 6.0 with SP1, Q832894, and Q330094 installed and running under Window XP there are several strange problems

One of these is the "Page cannot be displayed" error that occurs when you refresh the page. This is strange as the page was displayed in the frame before the refresh. The affected pages are static. The web server returns a valid length in the HTTP header and the content is cacheable

The primary users of the web servers tend to have Unix or Linux based systems and don't have any problems; however, it would be nice to understand why Internet Explorer 6.0 has problems displaying the web content. I would rather not have to define a separate set of pages just for people that use Internet Explorer 6.0

It appears to be a timing problem with an element of "negative" caching. Once the "Page cannot be displayed" error is reported, it is almost impossible to get the content displayed without stopping and restarting Internet Explorer. Each attempt to refresh the page will result in the "Page cannot be displayed" error being reported in additional <framesets>

Are you trying with Ctrl-F5?

FYI there is a known issue with HTTP Vary header causing
caching problems. AFAIK that is just a performance issue.
IE apparently treats Vary as a request to make the file non-cacheable.

A trace or an example link may help further discussion.

Unfortunately, the web pages where this problem is most
visible are internal web sites that are not accessible to
the Internet. A web site with a similar construct that is
visible is:

This web site rarely demonstrates this problem. It does,
however, demonstrate problems of data not being displayed.
Click on any of the web server links at the bottom of the
left-hand navigation menu. There are two titles at the top
of the page. Below the second title should be two lines of
bolded text identifying when the report was last created.
Only the top portion of the first line may appear. You can
use your mouse to highlight the area below the second
title and the horizontal rule to see the data.
