Hi Dave,

I would usually recommend following the procedure to recover from a
corrupted registry in this MSKB article:

How to recover from a corrupted registry that prevents Windows XP from
starting
http://support.microsoft.com/kb/307545/en-us

HOWEVER, if you read the "Warning" in the Summary section, the above may not
be the best route for you to follow if XP was preinstalled on the Dell
Optiplex. Perhaps it would be best for you to place a call to Dell and find
out if the above procedure would be safe to follow or if they could recommend
a preferable alternative procedure.

Install the Recovery Console from XP cd and then copy the file system from CD
to correct directory.

FYI there is no need to install the recovery console. It can be run by
booting the XP installation CD.

If the KB article provided by several other posters doesn't work then do a
repair install and if that doesn't work a clean install.
